The most important thing is agreeing on a decision-making process to keep everyone aligned. It determines how you define a quorum, what rules govern your activities on the change control board, the power the manager of the board has and if decisions made by the board need to be ratified by a higher authority. Rather than being reactive, the change control board needs to stay proactive when dealing with costs and schedules to avoid any damaging impact.
A timeline is set to ensure that the change and documentation are created to align the change with the project goals. As the title suggests, an approver or change authority decides if the change is authorized or rejected. This can be an individual, often a manager or executive, but the response can also rest on the change control board so they can make the decision together. Approvers work closely with managers to approve and direct change in the organization and/or project. In smaller organizations, however, the approver and the change manager are the same people.

The cost of delaying a decision may result in additional obsolete configurations being delivered that will have to be retrofitted. The contractual configuration control authority approving the implementation of a change to a product (system/CI) may initially reside with a contractor or with the Government. It may transfer from the contractor to the Government, or may continue to reside with the contractor throughout the life cycle of the CI. This authority is technically responsible for the performance of the product as well as fiscally responsible for funding changes to the product. At every meeting, the Change Advisory Board reviews requested changes using a standard evaluation framework.

What is a Change Control Board?
Once you have a cross-section of project stakeholders on board, you want to clearly define their responsibilities. For the change control board to be effective, it should be just the right size to respond to changes quickly and with enough technical and business acumen. The roles on a change control board differ by project, organization and industry. In general, there are fundamental roles that are common in all change control boards. Something is going to conspire against your schedule and budget. Since all existing CI configurations cannot often be updated simultaneously, careful consideration must be given to either delaying or accelerating the incorporation of the change to minimize the impact.
Each Architectural Description effort must establish a CM process and document it in a CM Plan. This plan is submitted when each version or update to the Architectural Description is submitted to DARS for registration and discovery. In developing CM processes for Architectural Descriptions it is recommended that best practices be adopted such as those outlined in Electronic Industries Alliance Standard EA-649. This a flexible, but well-defined standard employed most often at the enterprise level.

DM2 change requests can be raised by any of the working group members or flow down from the CCB.
